1. Preheat the oven to 350F and line a 9x13 pan with parchment paper.
2. Combine the flax seed with water and set aside.
3. In a large bowl combine melted butter, sugars, flax/water mixture and vanilla. Whisk together.
4. Add flour through salt to the wet mixture & stir until all the dry ingredients have been incorporated
5. Fold in the first quantity of chocolate chips, then press the mixture evenly into the pan. Top with the second quantity of chocolate chips.
6. Bake until golden - 30 minutes
7. Cool completely before icing
8. This recipe should be made in quantities of 12. The 9x13 pan is sliced twice lengthwise to make three strips, then three slices are made across the strips to make 12 bars.
9. To make frosting use butter softened to room temperature. Beat with the hand mixer until smooth. Add the other ingredients and continue to mix until combined and silky smooth
